It seems the author actually means the sunchokes. It looks like they want you to boil them to do the initial cook and them toss with olive oil and roast/crisp up in the oven. This technique is commonly used with potatoes (and is absolutely delicious!). Give it a try--you'll see :)

Yup, this step does refer to the sunchokes. The recipe assumes that the hazelnuts are pre-toasted.
